Background of Hiring GhostsProject Council

As GhostsProject transformed into a DAO, transferring/distributing the authorities that used to belong to the Team(Pre-form of WG) in a more decentralized manner has become the compulsory steps to be executed; multisig-signers, governance, and working group system were built to guarantee the transparent and impartial operation of DAO. Since the beginning of DAO, the Working Group has been the one of the entity/core contributors, not a centralized Team, who control the inevitably centralized parts of DAO and amplify the benefits that can be acquired from partnership/collaboration.

Along with the current decentralized structure of GhostsProject, I believe initiating one additional entity that can further decentralize DAOā€™s operation will add more sustainability for GhostsProject itself. Thus, I propose the hiring of the GhostsProject Council, an entity made of core community members who can take considerable authority during the proposal verification process in order to build a decentralized, sustainable, open, transparent, and governable DAO.

The essence of the Councilā€™s existence comes from operating with given authority to maintain a decentralized DAO where powers are properly allocated and benefit the future of GhostsProject.

  1. Council Structure

    GhostsProject Council will be another core contributing entity of GhostsProject that will own distributed authority/duty that mainly focuses on the proposal review process. Council will consist of 3 members in total; 1 Council Leader and 4 Council Members.

    Council Leader (1)

    • Takes the leading role in Council to initiate a proposal review process
    • Leads the communication with WG
    • Council Leader will be selected through separate election by WG + Council after the initiation of Council.

    Council Members (4)

    • Review proposals when asked by the proponent and decide whether they are qualified to be voted by DAO.
    • Have fiduciary responsibility for properly reviewing proposals to facilitate prosperous GhostsProject DAO

  2. R&R GhostsProject Council

    1. Review proposals - Duty

      • Previously, the Working Group had the right to determine the qualification of proposals to be uploaded at Snapshot for the vote and the quorum of them. However, as a total of 9~10 proposals have been uploaded at the Snapshot by the Working Group, the sufficient contexts on the criteria of proposalsā€™ qualification and quorum have been piled; it now doesnā€™t have to be the Working Group controlling proposal review process in a centralized manner, but a separate entity can determine it with the previous contexts of proposals.

      • Once initiated, Council will have the sole right to review and decide whether a proposal suggested in the ideation category is qualified for the snapshot vote.

      • Council also has the right to decide the quorum of the proposal based on the GhostsProject DAO public docs and references on the previous proposals.

        The process will be:

        1. Proposal A is uploaded in the ideation and the proposer asks Council to review.

        2. Council members will go over the proposal and decide whether the proposal is qualified to be voted on Snapshot within 3 days (excluding weekends).
          *Supermajority rule applies: āŒˆ(N+1) / 2āŒ‰ ā†’ More than 50% of Council members should agree to upload the proposal.

          *If a proposal is initiated by one of the council members, he or she canā€™t participate in the above voting process.

          *If more than 2/3 of the council members are involved in a specific proposal, WG will decide the qualification and quorum of that specific proposal.

        3. Council Leader will ask WG to upload the proposal to the Snapshot.

        4. WG will change the state of the proposal to Straight to vote.

        5. Then WG will upload the proposal to the snapshot within 2 days (excluding weekends).

    2. Share Opinions - Cooperation

      • Council members will be encouraged to share their opinions with the Working Group to collect more diverse views and draw better results.
      • Working Group can request Council to discuss as specific agenda arises during the pre/post proposal execution process or suggestion about DAO structure alteration.
      • Council can also request the Working Group to communicate on the matters that need to be addressed for the sustainability of DAO.

    3. Kick/Ban users in Discord - Authority

      • Even though we do not have many activities within Discord, as most of our community members communicate through Twitter and Kakao Talk, abusive users such as scammers/spammers/fuds have occasionally disturbed our Discord server.
      • Council will have the shared right (not an obligation) with WG to make judgments upon the users who violate the Discord rules.
      • The decision to kick/ban users will also go through a Supermajority rule when the agenda to kick/ban someone arises within Council; more than 50% of Council members must agree to execute the action. However, each council member has the right to temporarily mute users without a Council vote under the inevitable/emergent condition where the users clearly violate the server rules. Then, the Council can vote on whether the muted users should be kicked/banned from the server.

  3. Council Epoch

    • Council members will serve for an entire Council Epoch, January 1st, 2023 to June 31st, 2023 (6 months), and be entitled to the authority and responsibilities stated above. If there is a case where a council member has to withdraw during an Epoch, the Council will continue to operate, but the supermajority formulae will change accordingly until DAO elects a new member.
    • In the last month of the epoch, a proposal that renews the epoch of the current council or hiring new members will be uploaded.

  4. Council Payment

    • Each Council Member will be compensated $500 per month.
    • The budget of for Council Payment will be renewed every 6months by submitting new budget proposals.
    • At the initiation proposal of the Council System, the payment budget will be included.
    • Council payment wonā€™t create more burden on the Treasury, for WG is planning to reduce the payment from $1,500 to $1,000 for next epoch since the some of R&R will be shared with Council; fund that used to be allocated for WG can be simply used for the Council.

  5. Voting Process

    I am proposing two options for Voting Process; 1. Poll Voting, 2. Delegation Voting

    Poll Voting

    1. After collecting opinions about the Council system and updating if necessary, WG will create the new topic ā€œApplication for GhostsProject Councilā€ on the Ideation Page with a specific application period (1 week).

    2. Community members who would like to run as Council Candidate should submit their own application to the comment section of the proposal that explains why they are qualified to be on the Council.

      *Application Format:

    3. Once the application period ends, the Working Group will open a poll for a week on the same topic page in the forum that includes lists of all candidates who applied.

    4. Community members will vote on the poll for their favored candidates for a week (Not a snapshot but forum voting). Then, the top 5 candidates who got the most votes will be included in the final proposal for GhostProject Council.

    5. Once the poll is closed, WG will include the top 5 candidates in the final proposal and initiate the snapshot vote. The Voting Option will be,

      1. Yes, initiate the council with the candidates.
      2. No, reject the initiation of the council with the candidates.

    6. If the proposal is passed, the candidates will be on-boarded as council members, and the epoch will start on January 1st, 2023.

    Delegation Voting

    1. After collecting opinions about the Council system and updating if necessary, WG will create the new topic ā€œApplication for GhostsProject Councilā€ on the Ideation Page with a specific application period(1 week).

    2. Community members who would like to run as Council Candidate should submit their own application to the comment section of the proposal on the Ideation Page that explains why they are qualified to be on the Council.

    3. Once the application period ends, create the final proposal at Straight to Vote section that includes a link of all candidates who applied. From then, community members can delegate their votes to the candidate that they would like to vote for instead of directly voting for the proposal. The proposal will stay in the straight to vote for a week.

      *Delegate your vote

    4. Upload the Proposal to the snapshot. The proposal Voting Option will be

      A. Yes - Agree that the top 5 most delegated candidates will be chosen for council

      B. No - Do not agree

    5. The top 3 most delegated candidates will be on-boarded to the councils, and epoch will start on January 1st, 2023

    Notes:

    1. Self-Voting is possible. Candidates donā€™t have to delegate their votes to other candidates and can simply execute the votes during the snapshot vote for themselves. Same for Poll Voting.
    2. Only candidates are eligible for being Council. Even though one has the most delegated votes, if one is not running as a candidate, he or she is not qualified to be part of the Council.
    3. Change in delegation status after the snapshot does not affect nor cause the change in council member position.
      1. Only the delegation before the actual snapshot of the proposal will be valid and will be shared before the vote starts. Change in Delegation after the snapshot wonā€™t be valid.
      2. Even if the top 5 most delegated people changes after council members are selected, it doesnā€™t result in any change in the council memberā€™s position.

I fully support the council idea.

Personally I think it might be a good idea to have Councils from the South Korean community who have acces to the local applications since that is the majority of our current active ghosts community and also to optimise communication between the community and WG however they have to be comfortable with the English language aswell.

Yes, anyone who is willing to apply for the council, they can leave a comment here for now.

Once the official application period starts (which I believe it will likely start next week after collecting feedbacks regarding the structure of council and voting options), they can submit the official application.

Official application period may run for 7 days (unless others suggest to extend or shorten the period).

Details can be changed if any popular opinion prevails my original proposal.

    Iā€™ve been somewhat heavily involved into this project as a holder.
    Spent most times in Korea community but did involved most of AMAs
    and other events where I can deliver my thought to the WG groups
    Most recently helped WG groups to design ghogame 2.0 and Mr.Misaing
    pulled it up really nicely. Itā€™s my turn to step forward and do a bit more contribution
    to this project

    Since the beginning (minting) been through it all, so know whatā€™s going on.
    Truly love this project and Mr.Misangā€™s artwork, but it doesnā€™t change the fact that
    I am a skeptical & risk averse person. Will not vote for short-term beneficial and
    will care more about what we have left than what we can spent.
    Bet the council needs someone like me to run it smoothly.

Would like to suggest increasing the number of Council members from 2=>4 which makes total 5 of Ghosts Council and decreasing the compensation to 300$ from 500$ which doesnā€™t impact total ask from the fund.

The reason for suggesting adjustment is due to the availability.
Council member mostly have their own job/life where 3 may be too small to manage stated responsibility. And increasing the numbers can make opinions more diversified.

I want to add one more QnA for the council Application

  1. What should be the goal?

4.1. Short-Term
launching ghogame 2.0. This art-driven game means more than anything. It will provide the purpose of our project : art-driven project, community, and DAO.
just like how we supported Ghost-Xā€™s album, we would continually support our artists
and holders.

4.2. Long-Term
I want our community to become a platform where people trade their arts based on their artistic viewpoint not based on 6-months past price graph. We would become not only a community-driven NFT marketplace but also a community-driven NFT gallery at the same time.

When our DAO treasury gets fatter, we should purchase Mr.Misaingā€™s art works M.L.I.R. I never know how long would it takes but time is irrelevant when our purpose is inevitable.

Currently working as a marketing strategist in global FMCG company, founder of SojaDAO project in web 3.0. (Note: SojaDAO is my personal social NFT project, with a concept of web 3.0 influencer.)

I participated in various events and interacted with other Ghosts. As a result, I got the ā€˜Positive Soulā€™ role, which is only given to the passionate Ghost.
In addition, I tried to promote the activities of the Ghost Project on my personal account - encourage holders to participate MYTY cam CBT, GhostX busking
Most of my followers have ghosts, so I think the information can be reached to lots of people in the ghost community. Furthermore, Iā€™ve participated in every IRL events held in the ghost community. At the ghoference, I shared my insights on web 3.0 marketing.

3. Why you should be part of the council
My current job and past activities within the ghost community are all related to marketing/communications.
Based on the high communication skills that developed while running my project SojaDAO, Iā€™m ready to listen to the voices of community members.
I will fully support as a council members so that GhostsProject can come up with a various ideas with better marketing&communication of the Dao proposal.
